New York Note – Congestion Pricing, Asylum Seeker Policy, NYPD Commissioner

Traffic Mobility Review Board

The Traffic Mobility Review Board (TMRB) held their first meeting to discuss tolling structures for the congestion pricing program. TMRB is tasked with making formal recommendations, which will then go to the MTA Board for final approval. The MTA gave an information presentation to the board, followed by a Q&A. TMRB is currently considering a variety of exemptions, though the MTA noted that all exemptions or discounts will have to be supplemented by drivers paying full price. Asylum Seeker Policy

Mayor Adams announced a recent change in policy surrounding asylum seekers. The city will begin providing 60 days’ notice to adult asylum seekers to find alternative housing, to continue accommodating the 300-500 migrants arriving each day and families in particular. More caseworkers will come onboard to help asylum seekers figure out their housing options. NYC will also begin distributing flyers at the border noting that there is “no guarantee” they will receive shelter or services in the city.

Edward Caban Named as NYPD Commissioner

Mayor Adams has named Edward Caban as 46th Commissioner of the New York Police Department. He has been serving as Acting Commissioner following the departure of Keechant Sewell. Caban is the first Latino to serve in the role. Tania Kinsella has been named as First Deputy Commissioner, filling Caban’s previous role, and becoming the first woman of color to serve as First Deputy commissioner.
